EPP’s Appeal for Complete “Scope 2” Guidance for Higher Ambition Corporate Action

Energy Peace Partners (EPP) is a U.S. nonprofit that develops innovative climate finance solutions to expand energy access and promote resilience and peace in fragile, climate vulnerable, and energy poor countries. 

In service to our mission to support renewable energy as a building block for peace in fragile countries, EPP submitted a two-part appeal to the Greenhouse Gas Protocol (“GHG Protocol”) Secretariat and Independent Standards Board (ISB) for consideration, given the “Scope 2” revision process that is currently underway. 

The GHG Protocol’s Scope 2 market-based accounting has provided valuable guidance for users. It has served as a powerful and durable incentive for corporate clean energy procurement, driving greater power sector decarbonization worldwide. To inform the current Scope 2 revision, EPP makes the case in our appeal for the importance of producing revised Scope 2 accounting guidance that better aligns with the six core principles of the GHG Protocol for all GHG Protocol users across all use cases in all markets. EPP also encourages revisions that offer clearer guidance on higher ambition corporate clean energy strategies, particularly those that expand clean energy access and optimize for decarbonization. 

In this appeal, EPP outlines two opportunities to integrate higher ambition corporate clean energy strategies into Scope 2 accounting, where one pathway would allow for specified, conditional, and capped out-of-market procurement and a second pathway would include requiring marginal emissions impact accounting in Scope 2 reporting. We then highlight issues related to the infeasibility and expected (albeit unintentional) deleterious voluntary market and global greenhouse gas emission impacts of potential new hourly “deliverability” requirements for clean energy procurement to “count” toward emission reduction claims. 

This appeal reflects insights from our extensive experience, research, and stakeholder dialogues in clean energy markets.
