IN-COUNTRY CONSULTANT — SCOPE OF WORK
Role Overview
Energy Peace Partners seeks to engage In-Country Consultants to support its work in fragile and conflict-affected regions in Africa where the organization does not yet have a permanent local presence. Consultants will work closely with EPP's P-REC Program team and other internal teams, providing on-the-ground expertise, stakeholder access, and local market intelligence.
The initial time commitment is 10 hours per month, subject to review and adjustment based on evolving programmatic needs. Rate to be commensurate with experience.
Geographies
Consultants are sought across the following regions:
Central Africa: Mali, Niger, Chad, Central African Republic (CAR), Burkina Faso
West Africa: Sierra Leone, Liberia, Guinea, Guinea-Bissau
Southern Africa: Zimbabwe, Mozambique
Eastern Africa: Sudan, Ethiopia, South Sudan
Scope of Work
1. Project Development
Review EPP's existing project pipeline and, with the support of the P-REC Program team, identify new developer partners and projects potentially eligible for 1) P-REC qualification, and, 2) where relevant, financing through the P-REC Aggregation Facility.
Facilitate introductory meetings between identified project partners and the EPP P-REC Program team.
Provide regular updates on renewable energy developers that could serve as potential P-REC partners for EPP.
Where required, assist developers with their P-REC qualification applications to help avoid processing delays.
Where required, support EPP's project team with local field technical verification activities for projects from which P-RECs are to be issued. This support may be provided directly or through coordination with other local consultants, depending on individual expertise.
2. In-Country Representation & Partnership Development
Maintain and regularly update a database of local renewable energy sector organizations that could serve as potential EPP program partners.
Where possible, support EPP's stakeholder engagement efforts through identification of, and introductions to relevant government, development, donor, and private sector actors and partners
Where relevant, support local government engagement to encourage countries to obtain authorization within the I-Track Standard ecosystem where non-existent.
Where authorized by EPP, act as a local representative of the organization, attending meetings or engaging with local stakeholders on EPP's behalf.
Engage with local renewable energy sector partners, associations, and industry groups as relevant.
Where possible, support EPP's peace impacts research work by providing relevant updates on the peace and security context of specific project locations, as well as other relevant sector developments.
As needed, assist with coordination & logistical requirements of EPP's impact data collection team with local surveys and focus groups.
Support the collection of media and documentation — including photos, videos, and interviews for specific projects, where appropriate and feasible.
3. Industry Knowledge & Policy Tracking
Contribute to the development of new country reports for countries where I-REC country authorization is to be sought.
Monitor and report on local trends in renewable energy development and project finance.
Track and communicate changes to, or proposed changes in, national energy and environment policies and regulations.
